Conclusion

War is an extension of politics and cannot be considered separately from it. It is politics that determines whether an army will be used, abused or misused – to a degree, even, whether it will win or lose a war. The Yugoslav People’s Army perished together with the Yugoslav political idea. Faced with the choice – to seek to preserve Yugoslavia and let communism perish, or to seek to preserve communism and forsake the state – the JNA choose the latter – and perished together with Yugoslavia. Instead of communism the army got Serb chauvinism, an obsolete, autistic and suicidal ideology. To quote General Kadijević again, the JNA did ‘create three Serb armies’: one has been defeated and no longer exists; one has been largely defeated; and one has been relegated to the status of a second-rate regional force. The JNA could have saved Yugoslavia (and itself): it only had to move against emergent chauvinist regimes in Belgrade and Zagreb, to support the liberal-democratic political programme of the last federal prime minister, Ante Marković, to defend the existing constitution and help change it later in a stable democratic political context, to agree to a confederal model or a loose federation, and to keep ever in mind that anything is better than war.
